Resolution Procedures for the 21st AAC

In accordance with Article III, Section 5.b of the Statute of the Orthodox Church in America, the Preconciliar Commission has established a Resolutions Committee in preparation for the upcoming 21st All-American Council.

The Committee, chaired by Archpriest Timothy Sawchak, is prepared to receive proposed resolutions for consideration starting today.

When a proposed resolution is received, the Resolutions Committee may, if necessary, discuss possible editorial changes with the submitting body or consolidate multiple resolutions into a single text if they are essentially identical. If the Committee determines that a resolution clearly falls outside the competence of the All-American Council—whether due to canonical considerations or conflict with the Statute of the Orthodox Church in America—it will notify the submitting body accordingly or refer the matter to the Holy Synod. In such cases, the Committee, in consultation with the Holy Synod and the submitting body, will explore alternative ways to bring the underlying concerns of the resolution to the attention of the All-American Council.

While resolutions can be made during a plenary session, in order to facilitate the work of the Committee, the Preconciliar Commission strongly encourages resolutions to be submitted before the beginning of the Council.
